Major jest hybrydą człowieka i robota. Agentka wchodzi w skład elitarnej jednostki Section 9, która zajmuje się zwalczaniem terroryzmu i cyberprzestępczości. Pewnego dnia jej członkowie stają przed nie lada wyzwaniem. Muszą zająć się sprawą tajemniczego i bezwzględnego terrorysty – Hideo Kuze. Celem przestępcy jest przejęcie zaawansowanej technologii, pozwalającej kontrolować ludzkie umysły. Podczas dochodzenia agentka odkrywa szokujące fakty na temat swojej przeszłości.
